The Regional Cooperation Council (RCC) is seeking consultancy services to provide support in developing regional guidance on financing and incentive instruments for private-sector circular economy transition in the Western Balkans Six (WB6).
The Guidance will provide a practical regional framework for identifying and designing suitable financing and incentive instruments for circular investments, including grants, credit lines, guarantees, blended finance and other support mechanisms. It will define a common circular investment typology, eligibility and selection criteria, circularity safeguards, monitoring indicators and practical instrument-design recommendations that can be adapted by WB6 public authorities, funds, financial institutions and development partners.

062-026 Western Balkans Academia–Business Innovation Policy Lab

The RCC is looking for a qualified consulting company or a consortium of individual consultants to support the RCC in designing, launching and facilitating the first operational cycle of the Western Balkans Academia–Business Innovation Policy Lab (Policy Lab). The Policy Lab will be launched as a light, action-oriented coordination platform. It will bring together research institutions, businesses, public authorities, innovation intermediaries, investors and development partners to identify shared cross-regional challenges, form credible partnerships and connect promising initiatives with existing expertise, programmes and financing instruments. It will not create a new funding facility or finance capital-intensive regional projects. Its added value will lie in convening the right actors, structuring collaboration, reducing duplication and helping partners move from fragmented dialogue to jointly owned implementation pathways.

The consultancy aims to support the activities undertaken by the RCC in the framework of the implementation of the Common Regional Market Action Plan 2025-2028 (CRM 2.0). The CRM 2.0’s Human Capital Development pillar seeks to foster the growth of a regional innovation ecosystem by supporting innovation-related initiatives and enhancing workforce skills.
