The Regional Cooperation Council (RCC) invites applications from qualified individual consultants to provide expert support for the establishment of the WB6 Regional Tourism Fund (Facility). The assignment aims to design a detailed establishment and operational framework for this new financing mechanism, ensuring its legal soundness, transparency, and long-term sustainability, in line with the 2025 Declaration on WB6 Regional Tourism Branding. The consultant will analyse best practices, propose viable regulatory and institutional models that consider the RCC's operational environment in Bosnia and Herzegovina, design a scalable governance structure, and develop a financial model and capitalisation strategy to operationalise this vision.

The Regional Cooperation Council (RCC) invites applications from qualified individual consultants to provide methodological and quantitative support for SecuriMeter 2026 and related Balkan Barometer surveys.
The assignment aims to strengthen scientific objectivity, sampling robustness, and econometric modelling, including further development of RCC’s Institutional Trust Model and the new Security Model. The consultant will support questionnaire refinement, data analysis (STATA/SPSS), and the interpretation of results, and may contribute to public presentations of findings.
012-026 Benchlearning among the Public Employment Services (PES) in the Western Balkans Six (WB6)

The Regional Cooperation Council (RCC) is seeking consultancy services to provide comprehensive analytical, methodological and policy support for the 2026 Public Employment Services (PES) Benchlearning Exercise in the Western Balkans Six (WB6), implemented under the Employment and Social Affairs Platform 3 (ESAP 3) project. The assignment will support the preparation, implementation and follow-up of the third WB6 PES Benchlearning cycle, fully modelled on the EU PES Benchlearning methodology. The consultancy will contribute to performance benchmarking, mutual learning and peer review among WB6 PES, and to the formulation of evidence-based, actionable recommendations aimed at strengthening PES capacity, service quality and organisational performance, in line with the European Pillar of Social Rights and ESAP 3 strategic objectives.
