In June 2015, the European Council asked the High Representative of the EU for Foreign Affairs and Security Policy Mogherini (HR) to draft an overarching strategy for the EU’s foreign and security policy. The new strategy (adopted by the European Council in June 2016) is the result of a year-long process during which the HR consulted with EU institutions, Member States (MS), experts, civil society representatives and other stakeholders.
