Recommending Policies

The Roma Integration 2020 monitors the policies for integration of Roma in each participating economy. Based on the monitoring, specific issues of concern or challenges are identified. Relevant policy recommendations are then prepared per specific economy or at regional level to assist in mitigating the issues of concern or challenges. Policy recommendation papers may result from the project activities, such as public dialogue forums or regional workshops. Recommendations are submitted to relevant participating economies and are discussed thoroughly with a view for their application in practice.


2018 Third National Platform on Roma Integration in Montenegro - Policy Brief

The third National Platform meeting on Roma Integration in Montenegro for 2018 was organized by the Regional Cooperation Council(RCC)’s Roma Integration 2020 (RI2020) Action Team in close cooperation with the Ministry of Human and Minority Rights of Montenegro on 30 May 2018. It gathered more than 50 representatives of relevant ministries and other public authorities, local governments, foreign governments, intergovernmental and international organizations, including the Delegation of the European Union, as well as members of civil society organizations, who jointly reviewed the Progress Report for 2017 and engaged in the discussion, which resulted with conclusions presented in this Policy Brief.

2017 Analysis of Priorities and Budgets of the Official Roma Integration Policies

Within the efforts to assist governments in the Western Balkans and Turkey to improve the budgeting of the National Roma Integration Strategies, the Roma Integration 2020 commissioned an analysis in order to assess the official strategies and action plans in terms of planned measures with corresponding budget and the funding opportunities available in the region besides the public budget. It focuses on the areas of employment and housing, as these two areas have been assessed as the most demanding and least developed in the region. The analysis is used to base the discussions to take place at the regional conference “Filling in the Budget Gaps in Roma Integration Policies” and for any follow up activities of the Roma Integration 2020 project, while assisting the governments to properly plan their national budgets responsive to the needs of Roma. The analysis is prepared by the Roma Integration 2020 consultant Ms Meliha Kozaric Fanning.

2017 Second National Platform on Roma Integration in Kosovo* - Report

The Second National Platform on Roma Integration in Kosovo* was held in Pristina on 17 October 2017. It was jointly organized by the Regional Cooperation Council Roma Integration 2020 (RI2020) Action Team and the Office for Good Governance (OGG) of the Office of the Prime Minister. The Forum brought together about 40 participants including representatives from the Ministry of Education, Ministry of Labour and Social Welfare, Ministry of Interior, Ministry of Health, and other line ministries and municipalities, civil society, NGOs working with Roma, Ashkali and Egyptian communities, and international community. This paper reflects the discussions and highlights the recommendations emerging from the discussions for the relevant institutions, with a view to contributing to a more effective and efficient implementation of Roma integration policies.

2017 National Platform on Roma Integration in Bosnia and Herzegovina - Policy Paper

The second National Platform on Roma integration in Bosnia and Herzegovina was held on 25 September 2017 in Sarajevo, at the premises of the European Union (EU) Delegation. Around 40 participants were present, including the representatives of the Roma Integration 2020 Action Team, the National Roma Contact Point and her team from the Ministry of Human Rights and Refugees, the EU Delegation, relevant institutions from central and local level of governance, civil society and representatives of the international organizations. The National Platform reviewed the 2016 progress report and the implementation of the 2015 operational conclusions, looking at the challenges and priorities for the upcoming period. This policy brief policy presents the recommendations from the Second National Platform meeting.

2017 Public Dialogue Forum on Roma Integration in Albania - Report

The First Public Dialogue Forum in Albania was organized jointly with the Ministry of Social Welfare and Youth in Tirana on 23 May 2017 under the framework of the Regional Cooperation Council Roma Integration 2020 (RCC RI2020). The Forum brought together about 90 participants including the Deputy Minister of Education and Sports, representatives from the line ministries, the Ministry of Finance and the Ministry of Integration (staff of the NIPAC), the National Roma Contact Point (NRCP) Ms Xhafaj, numerous Roma Focal Points from different ministries and municipalities, civil society, international organizations and INGOs (UNDP, UNICEF Swiss Development Cooperation, Terre des Hommes, ARSIS). This report outlines the key conclusions from the event.

The Action Plan has been further adjusted by the Action Team to reflect the discussions and comments received during the Public Dialogue Forum. As of the end of January 2017, this Action Plan is still under discussion with the Council of Ministers of Bosnia and Herzegovina.

The Regional Cooperation Council Roma Integration 2020 Action Team organized a regional workshop on Monitoring and Reporting on Roma Integration Policy within the framework of the Roma Integration 2020 project on 12-13 December 2016 in Vienna, Austria. The purpose of this regional workshop was to contribute to building the understanding and capacities of relevant public servants from the participating economies in annual monitoring and reporting on their current strategies for Roma integration, including mapping the gaps in understanding the theoretical and practical parts. This report provides detailed conclusions, recommendations and guidelines regarding the preparation of the reports on annual implementation of Roma integration public policies in the participating economies.

2016 Public Dialogue Forum on Roma Integration Policies in Montenegro - Report

The Regional Cooperation Council’s Roma Integration 2020 Action Team, in cooperation with the National Roma Contact Point of Montenegro,organized the 2016 Public Dialogue Forum on Roma integration policies on 01 December 2016 in Podgorica. The Forum was a dialogue opportunity with authorities of Western Balkan economies participating in the project, at which key stakeholders jointly worked on reviewing national strategies on Roma issues, envisaged concrete measures, their budgeting, implementation and monitoring.
