This Monograph summarizes the main activities and achievements that the Regional Cooperation Council’s (RCC) Roma Integration 2020 (RI2020) project has actively set in its first phase of implementation. RI2020, by virtue of its mission to facilitate effective implementation, build capacities and establish robust monitoring mechanisms effectively mirrors the EU Framework for the region. Towards these ends, RI2020 provided technical assistance to governments to integrate Roma specific issues into mainstream policy and budgeting; established a Task Force comprised of National Roma Contact Points and civil society representatives; adopted regional standards for Roma integration policies; developed Roma integration monitoring and reporting standards and template that have been adopted by all the participating economies across the region. RI2020 has also delivered vital trainings for public officials from the priority policy areas and the offices of finance and statistics on monitoring and reporting on Roma integration; provided technical and expert assistance to assist governments to formulate and budget for action plans to implement integration policies; and organized high-level public discussions in each participating economy, and regional events to address the most pressing obstacles to effective policy making on Roma inclusion. All details are entailed in this monograph.

Guidelines for Roma Responsive Budgeting

The Guidelines for Roma Responsive Budgeting resulted from the work of the Intergovernmental Working Group for Roma Responsive Budgeting supported by the Regional Cooperation Council Roma Integration 2020 Action Team. Applying these Guidelines will ensure that the governments of the Western Balkans incorporate and deliver specific Roma integration goals in their mainstream policy developments by establishing a link between these goals and public budgets, which is required for efficient integration of Roma.

Potentials for Roma Employment in the Enlargement Region

This analysis of the employment policies towards Roma in the enlargement region served as an input to the Regional Conference “Innovative Approaches to Employment of Roma”, held in Budapest on 10 and 11 December 2018. Besides the analysis of the employment aspect of the existing Roma integration policies, this report contains the contributions, conclusions, and recommendations discussed at the conference.

Roma Integration 2020 Brochure

The third National Platform on Roma Integration in Serbia was held on 26 June 2018 in Belgrade. It was organized jointly by the Roma Integration 2020 and the National Roma Contact Point in Serbia, and gathered around 60 participants from central and local institutions, civil society, Roma representatives and media to discuss the implementation of the Roma integration policy and propose the priorities for the upcoming period, including for the public budgeting cycle. The implementation of the policy was presented by the relevant institutions through the 2017 Progress Report prepared by the Government, which was followed by the discussion, with its key conclusions and recommendations presented in this paper.

Analysis of Priorities and Budgets of the Official Roma Integration Policies (2017)

Within the efforts to assist governments in the Western Balkans and Turkey to improve the budgeting of the National Roma Integration Strategies, the Roma Integration 2020 commissioned an analysis in order to assess the official strategies and action plans in terms of planned measures with corresponding budget and the funding opportunities available in the region besides the public budget. It focuses on the areas of employment and housing, as these two areas have been assessed as the most demanding and least developed in the region. The analysis is used to base the discussions to take place at the regional conference “Filling in the Budget Gaps in Roma Integration Policies” and for any follow up activities of the Roma Integration 2020 project, while assisting the governments to properly plan their national budgets responsive to the needs of Roma. The analysis is prepared by the Roma Integration 2020 consultant Ms Meliha Kozaric Fanning.

The Second National Platform on Roma Integration in Kosovo* was held in Pristina on 17 October 2017. It was jointly organized by the Regional Cooperation Council Roma Integration 2020 (RI2020) Action Team and the Office for Good Governance (OGG) of the Office of the Prime Minister. The Forum brought together about 40 participants including representatives from the Ministry of Education, Ministry of Labour and Social Welfare, Ministry of Interior, Ministry of Health, and other line ministries and municipalities, civil society, NGOs working with Roma, Ashkali and Egyptian communities, and international community. This paper reflects the discussions and highlights the recommendations emerging from the discussions for the relevant institutions, with a view to contributing to a more effective and efficient implementation of Roma integration policies.

Report from the First National Platform on Roma Integration in Albania (Tirana, 2017)

The First Public Dialogue Forum in Albania was organized jointly with the Ministry of Social Welfare and Youth in Tirana on 23 May 2017 under the framework of the Regional Cooperation Council Roma Integration 2020 (RCC RI2020). The Forum brought together about 90 participants including the Deputy Minister of Education and Sports, representatives from the line ministries, the Ministry of Finance and the Ministry of Integration (staff of the NIPAC), the National Roma Contact Point (NRCP) Ms Xhafaj, numerous Roma Focal Points from different ministries and municipalities, civil society, international organizations and INGOs (UNDP, UNICEF Swiss Development Cooperation, Terre des Hommes, ARSIS). This report outlines the key conclusions from the event.

Welcome to the first issue of the Roma Integration 2020 project newsletter. From the beginning of the project we have focused on achieving the expected project results in effective, efficient and quality manner. It is time to start regularly updating you on these achievements. 


Roma Integration 2020 project, implemented by the Regional Cooperation Council and funded by the European Union and the Open Society Foundations, provides valuable technical and expert support to the governments of the Western Balkan and Turkey to achieve tangible results in their efforts of integration of Roma in their societies. We focus on proper Roma integration policy formulation, implementation, budgeting and monitoring. At the same time we strive to ensure Roma integration policy is duly embedded in the general socio-economic policies in the region, and within the EU integration process in general.
