The purpose of this analysis was to contribute to a better understanding of the socio-economic impact of the Covid-19 on Roma in the areas of education, employment, health, housing, and non-discrimination. The analysis evaluates the current situation of Roma and provides data for defining appropriate, tailor-made measures that can be incorporated in the planning process of the new Roma Integration Strategies and other relevant mainstream socio-economic strategies.

Regional Methodology on Mapping of Roma Housing

The methodology is used to map the settlements with Roma population in need of housing improvement. It provides for collecting the existing relevant data from local and other institutions and the Roma community. By implementing the methodology, geographic data are provided on each Roma settlement, along with basic information on the level of development of the settlement, such as existence and quality of infrastructure, predominant material used for building of the housing units, legal status of the housing units, etc. The piloting of the methodology has a two-fold purpose: 1) to provide the data for two municipalities, that would be used afterwards as evidence for policy making; 2) to build the local capacities and encourage a process of full coverage with the housing mapping. The mapping is a part of a larger process that starts by gathering evidence and may continue to cover the whole economy. It should feed into the decision making processes, and particularly the decision on legalisation of the individual houses, as well as on renovating the housing.

Declaration of Western Balkans Partners on Roma Integration within the EU Enlargement Process

Declaration of Western Balkans Partners on Roma Integration within the EU Enlargement Process was adopted within the Berlin Process in July 2019. This is the first time that leaders of Western Balkan societies have set clear goals that their governments intend to achieve by their EU accession. By adopting the Declaration, the economies committed themselves to continue and further enhance efforts to achieve equality and full integration of the Roma, as part of regional cooperation and the accession process to the European Union. The Declaration foresees the achievement of specifically defined objectives in the areas of employment, education, housing, health care, documentation and combating discrimination. It also envisages the adoption of regional public budgeting standards related to Roma integration, and the establishment of official channels and mechanisms for joint involvement of local governments and Roma communities in policy formulation, as well as adequate mechanisms for monitoring and reporting on the implementation of policies related to Roma integration.

This Monograph summarizes the main activities and achievements that the Regional Cooperation Council’s (RCC) Roma Integration 2020 (RI2020) project has actively set in its first phase of implementation. RI2020, by virtue of its mission to facilitate effective implementation, build capacities and establish robust monitoring mechanisms effectively mirrors the EU Framework for the region. Towards these ends, RI2020 provided technical assistance to governments to integrate Roma specific issues into mainstream policy and budgeting; established a Task Force comprised of National Roma Contact Points and civil society representatives; adopted regional standards for Roma integration policies; developed Roma integration monitoring and reporting standards and template that have been adopted by all the participating economies across the region. RI2020 has also delivered vital trainings for public officials from the priority policy areas and the offices of finance and statistics on monitoring and reporting on Roma integration; provided technical and expert assistance to assist governments to formulate and budget for action plans to implement integration policies; and organized high-level public discussions in each participating economy, and regional events to address the most pressing obstacles to effective policy making on Roma inclusion. Guidelines for Roma Responsive Budgeting

The Guidelines for Roma Responsive Budgeting resulted from the work of the Intergovernmental Working Group for Roma Responsive Budgeting supported by the Regional Cooperation Council Roma Integration 2020 Action Team. Applying these Guidelines will ensure that the governments of the Western Balkans incorporate and deliver specific Roma integration goals in their mainstream policy developments by establishing a link between these goals and public budgets, which is required for efficient integration of Roma.
