Training and capacity building of the Albanian National Agency for Employment and Skills for improving its organisational performance

The objective of this assignment is to support the National Agency for Employment and Skills of Albania with training and capacity building activities related to establishing a systematic approach and tools necessary for improving organisational performance, such as planning process, work process map, audit trial and risk register.
This consultancy is part of the Employment and Social Affairs Platform (ESAP) 2 - a regional project financed by the European Commission and implemented jointly by the RCC and ILO in Albania, Bosnia and Herzegovina, Kosovo , Montenegro, Republic of North Macedonia, and Serbia. The project aims to strengthen regional cooperation and institutional capacities of national administrations, employers’ and workers’ organisations, enabling them to develop and effectively implement labour market and social policy reforms in their EU enlargement process.

Development of a study: Perspectives for Decarbonisation in the Western Balkans

RCC is looking for a consultancy, as part of the environmental protection agenda and support to the implementation of recently adopted Green Agenda for the Western Balkans, to develop a study on perspectives for decarbonization in the Western Balkans (WB) region. The study should identify and analyse the main drivers of climate change in the WB, main developments in the EU, key political commitments, obligations under international agreements and strategic objectives in WB, and ways in which WB can ensure transformation towards net-zero emissions in an economically acceptable way, leaving no one behind. The main purpose of envisioned document is to briefly analyse the progress WB achieved so far (in terms of renewable energy, energy efficiency targets, climate protection, taking into account all ongoing processes), future potentials, identify main challenges, but also opportunities and come up with a set of recommendations on how the WB can seize the opportunities decarbonisation brings.

RCC is seeking consulting companies to support strengthening the presence and output at the Munich Security Conference (MSC) 2021 in relation to the Western Balkan Common Regional Market agenda.
The consultancy will be focused to support the increase of outreach, communication and visibility of the transformative potentials of Common Regional Market 2021-2024 Action Plan including through the support to the organization of an RCC side event in the margins of Munich Security Conference (MSC) 2021 and strategically placing RCC’s key messages at high political levels present at the MSC. This will among others contribute to reiterating the important linkages between political and economic ties with security and reconsolidation efforts invested by all Western Balkans.

Cultural Tourism Development and Promotion: Creating Sustainability and Marketing Portfolio for the Illyricum Trail

Cultural Tourism Development and Promotion: Development of Balkan Monumental Trail as a new regional cultural tourism route in Western Balkans Six

The Triple P Tourism Project is seeking technical assistance in further development of the new regional cultural tourism route in the Western Balkans Six, the Balkan Monumental Trail (BMT), in terms of producing the guidelines for the tourism signs for the route and implementation of the signage system model on the pilot site of Barutana, Montenegro. The objective is to increase the visibility of the BMT by creating a system of tourism signage that is unique and recognisable.

IISG: Hosting, Developing and Maintaining Secure Database solution (IISG-D) for mapping support

The Regional Cooperation Council (RCC) and Integrative Internal Security Governance (IISG) Secretariat are looking for qualified companies to improve collective efficiency by mapping the needs and coordinating responses concerning security threats in the Western Balkan region. The key objective and the scope of work of this assignment is to establish, host and maintain a Secure Database solution, with the aim of creating a consolidated and up-to-date overview of ongoing and future projects from a regional perspective. Since establishment of security database entails security infrastructure and protocols that can be provided only by a certified provider, the IISG Secretariat seeks to engage a certified entity to develop the Secure Database and support and educate IISG Secretariat Team to upload materials to this database.
