Mapping of digital innovation hubs, and identification of needs within Western Balkans (WB) and of prospective regional cooperation actions

The RCC is looking for qualified consulting companies/consortia of consultants to support the Western Balkans (WB) in mapping of digital innovation hubs, paying due attention to the most current developments in each WB economy in this area. The consultancy aims to provide expert advice on identifying needs of WB economies to further develop DIHs, define a model/steps to be chosen in each WB economy that supports promotion of DIHs, and provide expert advice on concrete actions and activities, be it national or regional while factoring specific needs, to support networking, promote innovative solutions and engage DIHs in concrete work of EU DIHs network.

Assessing the state of development of e-services, in particular eHealth, eGovernment and eProcurement in Western Balkans (WB)

The RCC is looking for qualified consulting companies/consortia of consultants to assess the state of development of e-services, in particular eHealth, eGovernment and eProcurement in Western Balkans (WB). The consultancy aims at mapping key developments in all three areas, providing progress and key priorities of each WB economy respectively. The consultancy will also lay grounds for concrete actions needed at regional level in the mentioned three areas.

ESAP2: Data analysing and reporting on the effects of COVID-19 pandemic on employment in Kosovo*

The Employment and Social Affairs Platform 2 of the Regional Cooperation Council is seeking technical expertise that will analyse data from a survey of citizens’ perceptions regarding the impact of COVID-19 pandemic on employment in Kosovo*, and contribute to increasing professional capacities of the Kosovo* Employment Agency’s officials.
The bidder should have in-depth knowledge of data analysis and statistical packages, and strong report writing and capacity building skills. Qualified experts are invited to send an application in line with the Tender Dossier for Consultancy Services.

Technical assistance for a regional assessment on “Promoting judicial cooperation in support of economic development in the Western Balkans”

The Regional Cooperation Council is seeking consultancy services to assist in the establishment of closer judicial cooperation amongst the Western Balkans (WB) authorities built on the principle of mutual recognition and mutual trust in order to create the necessary legal setting to build bridges between the different jurisdictions by overcoming the complexity of different systems in the region.

To this end a consultant will be engaged to assist Regional Cooperation Council to produce a legal assessment of inter-linkages between the rule of law, judicial cooperation and economic development in the Western Balkans. This assessment will focus on to the extent to which strengthened judicial cooperation in the Western Balkans can support MAP REA implementation and the overall socio-economic progress of our region, and in this regard propose the relevant applicable instruments.
