Foresight Study on Future Competitiveness Trends in the Western Balkans

The RCC is looking for a qualified experts to support the RCC to prepare the Foresight Study on Future Competitiveness Trends in the Western Balkans. The Study will complement the Strategic Foresight in the Western Balkans: Recovery on the Horizon study. The specific tasks include in-depth desk research, identifying megatrends, conducting expert interviews and organising at least one workshop to validate results. The goal is to enable policy-makers to improve the policies for increasing competitiveness and to further develop regional industrial value chains in priority sectors.
The consultancy aims to support the activities undertaken by the RCC in the framework of implementation of the Common Regional Market (CRM) Action Plan 2021-2024.

State of play and potential options for recognition of pre-University degrees in the Western Balkans

The purpose of the assignment is to support the implementation of Common Regional Market (CRM) Action Plan 2021-2024, endorsed at Sofia Summit of the Berlin Process in November 2020, which aims to enable an unobstructed flow of goods, services, capital and highly skilled labour, making the region more attractive for investment and trade, while accelerating convergence of the Western Balkans (WB) with the European Union (EU). The objective of this assignment is to explore the options for recognition of pre-University diplomas in the Western Balkans, both assessing the current state of play on recognition of pre-University degrees in the Western Balkans and provision of policy options on achieving recognition of the said degrees in a regionally all-inclusive manner, including the specific tasks as listed in the ToR.

WBYL: Development of Administrative Instructions on Amendment to Mental Health, Research on Psychological Well-being of Young People in Kosovo* and Creation of a Standardised Test for School Psychologists

The RCC’s WB Youth Lab is looking for qualified experts (at least two) to provide support in strengthening policy and administrative capacities in different stages and processes related to youth policy development and participation of Western Balkans youth in decision-making. The specific tasks include development of law amendments, conducting a research and creation of a standardised school test. The overarching goal of the activities is development of youth mental health policies in Kosovo* and expanding the diversity of mental health support services.

WBYL: Development of Youth Mental Health Strategy in North Macedonia

The RCC’s WB Youth Lab is looking for a consortium of qualified experts to support the Working Group on Mental Health from North Macedonia in developing the Youth Mental Health Strategy. The Strategy is to reflect the challenges young people are facing and provide an Action Plan for at least the first two years of Strategy implementation. Furthermore, the assignment is to support development of an overview of legal possibilities for civil society organisations to be included in youth mental health activities and national programs. The overarching goal of the activities is development of youth mental health policies.

IISG: Independent evaluation of the work of Integrative Internal Security Governance (IISG) under its revised Terms of Reference, including recommendations for the future

The RCC's IISG is looking for a qualified experts to support the IISG Secretariat to conduct an independent evaluation of the overall IISG process under the new Terms of Reference (ToR), adopted in 2019.
The scope of the assignment will be to evaluate whether the revised ToR of the IISG have enabled the IISG to fulfil its objective to improve collective efficiency by mapping the needs and coordinating responses concerning security threats in the Western Balkans (WB) region and in particular its three expected results to identify security needs and responses in the WB, to increase coordination of IISG Members and to ensure high visibility of achievements among stakeholders and the wider public, and to suggest amendment(s) to the Terms of Reference with the aim of improving the results/outcomes.
