The Western Balkans Six Extended Producer Responsibility (EPR) Plastic Packaging Framework provides a regionally harmonised approach for developing and implementing effective EPR systems for plastic packaging across the Western Balkans Six. Built around the principle of a harmonised core with domestic flexibility, the framework supports alignment with the EU acquis while allowing implementation to reflect different domestic legal, institutional and market conditions, and includes practical guidance on monitoring, reporting and verification, producer responsibility organisations, fee-setting, enforcement and phased implementation towards 2030.
