The Regional Cooperation Council (RCC) invites applications from individual consultants and consortia of consultants for the Regional Assessment of Facilitation of Labour Mobility and Work Permit Procedures in the Western Balkans Six (WB6). Implemented under the Common Regional Market (CRM) 2.0 Action Plan 2025–2028, the assessment will examine administrative and regulatory barriers affecting intra-regional labour mobility, review relevant EU approaches and practices, and identify practical options for facilitating labour market access and work permit procedures across the WB6.

The Regional Cooperation Council (RCC) is looking for a consulting company or consortium of individual consultants to support the RCC in monitoring key digital developments in the Western Balkans Six and preparing the Western Balkans Digital Economy and Society Index (DESI) 2026 Report.
The overall objective of the consultancy is to support the Western Balkans in monitoring and assessing digital transformation across the region through a robust, evidence-based framework aligned with the European Union’s Digital Decade Policy Programme 2030.
This consultancy aims to calculate the index for the Western Balkan Six, including the calculation and analysis of all individual indicators from each dimension, and produce an analytical report highlighting the main findings to support evidence-based policymaking and regional digital development.
