Regional Action Plan on Prevention of Plastic Pollution Including Marine Litter
14 October 2025 | REPORT
This publication presents a comprehensive Regional Action Plan developed under the Green Agenda for the Western Balkans to prevent and reduce plastic pollution and marine litter across the WB6. It provides a detailed analysis of EU and international policies, regional environmental challenges, and the state of plastic waste management in the Western Balkans. The plan stems from the 2023 Regional Joint Statement on Prevention of Plastic Pollution, committing the region to coordinated action against one of the most pressing environmental issues affecting the Adriatic and other shared waters.
The document serves as a roadmap for establishing sustainable systems for marine and freshwater protection, based on circular economy principles and EU alignment. It sets six strategic goals covering land- and sea-based pollution sources, harmonisation with EU legislation, education, capacity building, and regional coordination. By defining roles, measures, and timelines, the plan aims to guide governments, industries, and communities in developing effective waste management, reducing single-use plastics, and protecting biodiversity and livelihoods dependent on clean aquatic ecosystems.
