
Dubrovnik Declaration

The Dubrovnik Declaration, endorsed by the ministers of environment and sustainable development from the Western Balkans at the Second Ministerial Meeting on the Green Agenda for the Western Balkans, reaffirms the region’s commitment to implementing the Green Agenda as a roadmap toward sustainable development, climate neutrality, biodiversity protection, and environmental resilience, in line with the European Green Deal and EU integration goals.
The Declaration outlines joint commitments to accelerate the implementation of the Green Agenda, strengthen regional cooperation, and adopt key strategic documents, including the revised Green Agenda Action Plan, the WB6 Climate Adaptation Roadmap, the Regional Action Plan on Plastic Pollution Prevention, including Marine Litter, and the Outline of the WB6 Biodiversity Strategic Plan. Its purpose is to turn political will into measurable regional actions, ensuring transparency, inclusiveness, and a fair transition that benefits communities, economies, and ecosystems across the Western Balkans.
