027-026 Support to the RCC Secretariat in development of regionally harmonised EPR Plastic Packaging Framework in Western Balkans Six (WB6)

The Regional Cooperation Council (RCC) is seeking consultancy services to provide expert technical support to the RCC Secretariat in developing a ready-to-use and regionally harmonised EPR Plastic Packaging Framework that provides practical guidance to WB6 in translating Green Agenda commitments into operational systems in practice.
The Framework will provide a practical regional toolkit and step-by-step implementation guide to support WB6 in establishing harmonised EPR schemes for plastic packaging, including: model legal and governance arrangements (roles of competent authorities, PRO set-up, registries and enforcement interfaces), an implementable fee system (including eco-modulation options), and a robust data/MRV architecture (placed-on-market reporting, audited verification, anti-free-rider controls and evidence standards).
