Malicious behaviour in cyberspace is intensifying constantly and at the high speed. Covid-19 pandemic outbreak has further accelerated this process due to significant increase in online activities for performing work, communication, entertainment, etc. Considerably increased phishing and malware distribution campaigns, scamming activities, distributed denial-of-service (DDoS) attacks as well as attacks to critical infrastructure have been detected.

In order to respond to a growing number of challenges in cyber domain, to improve deterrence capabilities and to develop necessary capacities to respond to cyber-attacks, the Western Balkan region is in the process of overhauling its cybersecurity systems in line with the Digital Agenda for Western Balkans and objectives under MAP REA.

Development of an adequate strategic framework and its proper implementation is one of the first steps in creating resilient and resistant cyber space at national level. Likewise, the legal framework of WB economies has to be adequately designed and legislation enforced, ensuring all elements are in place and capable to react properly and protect critical infrastructure, services, organisations and citizens.

Therefore RCC’s work is focused on developing cybersecurity strategies and aligning legislation with the European Network and Information Security (NIS) Directive, including establishing national CSIRTs, building their capacities, strengthening regional cooperation, information and knowledge sharing, as well as developing a robust network of other CSIRTs and organisations, establishing links with relevant counterparts and important international stakeholders including ENISA. Synergy and cooperation with other initiatives and projects that deliver cybersecurity capacity building and other services is also RCC’s priority in order to maximise effectiveness and optimise outputs.
