High-level Cybersecurity Conference: Conference Summary Report

Following the High-level Western Balkans Cybersecurity conference: CyberPulse 2025, held on 2 July in Podgorica, this summary report captures the main insights, initiatives, and outcomes from a day of strategic discussions on building cyber resilience in the region.
Organised by the Regional Cooperation Council (RCC) with the support of the European Commission and in cooperation with the Western Balkans Cyber Capacity Centre (WB3C), the conference brought together governments, experts, EU institutions, and private sector actors. Key highlights include the launch of a regional cybersecurity needs database, in-depth exchanges on AI-driven threats, SOC development, skill-building, and cross-sector collaboration.
The event reinforced cybersecurity as a shared responsibility and strategic priority for the region’s digital future.
