Building on the Hamburg Ministerial in 2024 and the Second Ministerial Meeting held in Dubrovnik in 2025, the Third Annual Ministerial Meeting on the Green Agenda for the Western Balkans will take place under Montenegro’s Chairmanship of the 2026 Berlin Process on 18-19 September in Zabljak. The meeting will review progress in implementing agreed regional deliverables and provide political guidance on the next phase of action. 

The meeting is expected to endorse the 2026 Green Agenda Ministerial Declaration and provide political support for key regional deliverables, including the Western Balkans Six Climate Adaptation Strategy, Biodiversity Strategic Plan 2030, Forest Landscape Restoration Plan, Regional Pledge on phasing out the five most littered single-use plastics, and a regional Extended Producer Responsibility Framework for plastic packaging. Its conclusions will also contribute to the Chair’s Conclusions of the Berlin Process Summit.
