Common Regional Market Action Plan 2025-2028

Tirana/Sarajevo - The Regional Cooperation Council (RCC) took part in today’s EU-WB6 Leaders’ Summit in Tirana, dedicated to the EU’s Growth Plan for the Western Balkans, where several flagship agendas of the Common Regional Market (CRM), an integral component of the Growth Plan coordinated by the RCC, took on an even more tangible form.

The RCC welcomes the practical steps aimed at further integrating the Western Balkans into the EU’s “Roam Like at Home” system, the continued expanding of the Green Corridors, and strengthening digital interoperability across the region. These measures will make the results of regional cooperation increasingly visible and relevant in the daily lives of citizens and businesses.

Reaffirming its role as the technical backbone of CRM implementation, the RCC reiterated its commitment to supporting Western Balkan governments, the European Commission, and regional partners in delivering on these priorities under the Growth Plan.

Ahead of the Summit, at the meeting of Ministers of European Integration of the Western Balkans Six and the EU, RCC’s Head of Programme Department, Danijela Gačević, presented the outlines of the upcoming CRM Monitoring Mechanism, a transparency tool currently being developed by the RCC. The mechanism will enable governments, the European Commission, and citizens alike to track CRM reform implementation, strengthening accountability and evidence-based policymaking.

Today’s Summit reaffirmed a shared understanding: only through cooperation can the region move towards a fully functional Common Regional Market and, step by step, towards integration into the EU Single Market.
