Pristina - The Regional Cooperation Council (RCC), together with the 2026 SEENSA Chairmanship-in-Office, Agency for the Protection of Classified Information (APCI), co-organised the 16th Meeting of the Heads of the South East Europe National Security Authorities (SEENSA), held in Pristina on 2-4 September 2026.

The meeting brought together heads and representatives of security authorities from across the region to exchange practices on the protection of classified information within the justice system and discuss the future development of the SEENSA format.

Opening the meeting, Emin Hoxhaj, Director of APCI, highlighted the importance of cooperation and exchange of experience among partner authorities, while Pavle Janković, Head of the RCC Political Department, underlined SEENSA’s role as a trusted platform for direct institutional dialogue and practical cooperation. Janković stressed the importance of striking the right balance between security requirements, judicial independence and fair-trial guarantees when handling classified information in judicial proceedings.

Discussions focused on handling of classified information, declassification, access to sensitive material and the review of security-clearance decisions. Participants also exchanged experience on cooperation between security authorities and judicial and prosecutorial institutions, highlighting the importance of clear procedures, staff training and regular institutional coordination.

RCC confirmed its readiness to continue providing technical, professional and financial support to the network and future Chairmanships.
