The Western Balkans DESI 2025 Report assesses the region’s digital development during 2023–2024 using a methodology aligned with EU benchmarks, drawing on official statistics and complementary research. It finds that while the Western Balkans Six has made steady progress in digitalisation, advancements remain gradual and key gaps persist in digital skills, high-capacity infrastructure, business adoption of advanced technologies, and public service digitalisation. These limitations continue to constrain the region’s ability to fully leverage digital transformation for economic growth and convergence with the EU, highlighting the need for stronger policy implementation, improved data systems, and more effective investment in digital capabilities.
