Bucharest – The Regional Cooperation Council (RCC) organised the second meeting of the South East Europe Regional Network on Disaster Risk Insurance and Risk Sharing, hosted by the Romanian Financial Supervisory Authority (ASF) in Bucharest today.
The meeting brought together representatives of insurance regulatory authorities and insurance and reinsurance associations from across South East Europe, alongside European, international and regional partners, to discuss progress and next steps in strengthening financial protection against disasters.
Alongside RCC Deputy Secretary General Umut Ergezer, the meeting was opened by Clara Staicu, State Secretary for European Affairs, Middle East and Africa at the Ministry of Foreign Affairs of Romania; Alexandru Petrescu, President of the Romanian Financial Supervisory Authority; and Cristian Ilie, Counsellor at the General Secretariat of the Government of Romania.
“Regional cooperation in South East Europe is key to making disaster insurance accessible and affordable. Through public-private partnerships, regulatory cooperation, bankable solutions and all-inclusive, transparent and accountable processes under the SEE2030 Strategy, we can strengthen disaster resilience across the region,” said RCC Deputy Secretary General Umut Ergezer.
Building on the Network’s first meeting in Athens in November 2025, participants discussed the implementation of the agreed framework of activities, which focuses on exploring regional insurance solutions, strengthening technical assistance and data, and promoting knowledge sharing and the exchange of experience. Following consultations with members, this framework was developed into the Project Synopsis, which was approved by the relevant SEE2030/SEECP governing structures and the RCC Board in March 2026. Network members also exchanged views on their technical assistance and data needs, shared experiences with existing disaster insurance arrangements, and discussed opportunities for further peer learning and cooperation.
