RCC Board Welcomes the United Kingdom as a New Board Participant and Adopts Secretary General’s Quarterly Report

Sarajevo – The Board of the Regional Cooperation Council (RCC) held its 57th meeting today in Sarajevo, where it welcomed the United Kingdom as a Participant in the RCC Board and adopted the Regular Report of the RCC Secretary General covering the period 1 June-30 October 2025 as well as the RCC Budget for 2026.

RCC Secretary General Amer Kapetanović called for a minute of silence in memory of the victims of the tragic fire in Tuzla which claimed 11 lives.

Addressing Board participants, Secretary General Kapetanović presented the outcomes of the 2025 Berlin Process cycle and RCC-led deliverables under the Common Regional Market and the Green Agenda, along with the organisation’s priorities for the months ahead, including the SEE2030 mid-term update and evidence-based initiatives in security, digital, and human capital.

“We welcome the United Kingdom to the RCC Board and appreciate its leadership of this year’s Berlin Process. The RCC’s mandate grows stronger with every new partnership and having UK in the RCC Board is further strengthening our shared regional vision. The past months have shown that regional cooperation delivers when there is trust, focus, and shared purpose. Our work on the Common Regional Market, the Green Agenda, and digital connectivity continues to turn political commitment into visible results for people and businesses across the Western Balkans. And when I say our it includes all of you as your continued engagement and contributions are the foundation of our collective success and progress,” said RCC Secretary General Amer Kapetanović.

RCC Board Participants commended the work of the RCC Secretariat, recognising its role as a driving force behind regional cooperation and tangible progress across the Western Balkans and South East Europe (SEE). They expressed strong support for the RCC’s continued efforts to promote stability, economic integration, and inclusive growth, while noting the Secretariat’s growing convening power and contribution to the EU Growth Plan, Common Regional Market, and Green Agenda implementation.

The RCC Board took note of the ongoing work to update the SEE2030 Strategy, including stronger governance of results, practical financing models, and targeted initiatives such as the SEE Regional Network on Disaster Risk Insurance and Risk Sharing and a new co-financed project on cancer-treatment training aligned with the SEE2030 Programming Cycle. During the meeting, it was announced that Romania will take over the SEECP Chairmanship-in-Office next year following Sofia.

The RCC Secretariat reaffirmed its readiness to support the current and incoming SEECP Chairmanship-in-Office in ensuring continuity, transparency, and alignment across regional priorities.

Before the Board session, the 47th Coordination Meeting between the SEECP Troika, the RCC Secretariat, and the European Union took place at the RCC premises in Sarajevo, focusing on aligning regional cooperation priorities and upcoming SEECP activities. RCC Secretary General reaffirmed the RCC’s full support to the SEECP structures and outlined key initiatives under the new RCC Strategy and Work Programme 2026–2028.
