Skopje, 3 October 2025 – The seventh Western Balkans Digital Summit (WBDS), co-organised by the Government of North Macedonia and the Regional Cooperation Council (RCC), concluded today with the endorsement of two landmark joint statements and a set of conclusions that support the region’s digital path for the upcoming period.

In their Joint Statement on Digitally Connected Western Balkans Six, ministers and officials from the Western Balkans reaffirmed their commitment to strengthen digital connectivity across the region and with the EU. Building on the success of the Roam Like at Home regime in the Western Balkans and the 2023 EU-WB Roaming Declaration, they reaffirmed their commitment to work on the alignment with the EU roaming acquis and future introduction of RLAH between the WB6 and the EU, while at the same time inviting the signatories of Declaration to consider options for further reducing roaming charges between the WB6 and the EU.

The Joint Statement on Achieving Western Balkans Six Interoperable Digital ID Wallets and Trust Services represents another milestone. By agreeing to implement regionally interoperable digital identity wallets, harmonise trust services, and strengthen regulatory and technical capacities, the Western Balkans Six committed to advancing secure and seamless digital access for citizens and businesses, in line with EU eIDAS 2.0 standards.

The Summit Conclusions further outlined the region’s ambition to:

  • align with the EU Digital Services Act, Digital Markets Act, and AI Act;
  • reduce regulatory burdens and accelerate broadband deployment;
  • strengthen cybersecurity through closer cooperation with ENISA and the development of a regional cybersecurity needs database;
  • leverage the new Western Balkans DESI dashboard to monitor region’s digital progress; and
  • support innovation and youth engagement through regional initiatives like the RCC’s Balkathon.

The Western Balkans Digital Summit 2025 gathered government leaders, EU and international partners, businesses, innovators, and civil society from across the region and beyond. Over two days, they discussed digital services, interoperability, cybersecurity, AI, and skills, all key priorities under the Common Regional Market Action Plan 2025-2028 and the EU Growth Plan for the Western Balkans.
